To effectively improve the technological innovation level and capacity of state-approved enterprise technology centers, the State Development and Reform Commission issued the "notice of the implementation of enterprise technology centre innovation capacity construction in 2008". The special assessment has high requirements for declaring conditions, only those enterprises that scored 70 and above in the assessment by state-approved enterprise technology center in 2007 and not obtained similar special support during past three years can make declaration. Kanghong Pharmaceuticals Group is in line with the requirements, and its declared project belongs to the key "biomedical" scope.

On February 22, 2008, Sichuan Provincial Economic Commission organized declaring enterprises in Sichuan province to carry out the defense of innovation capacity construction for the first test by experts. Entrust by president of the Group Ke Zunhong, vice president Yu Dechao made the defense to the declared “R & D technology platform construction project of recombinant protein drugs”, and passed the first test.

It is learnt that Innovation Department of Sichuan Provincial Economic Commission has submitted capital application reports of the declaring enterprises that passed the first test like Kanghong Pharmaceuticals Group to State Development and Reform Commission for its assessment.
